Installation of Portal 11g Fails at Step 'Starting Managed Server WLS_PORTAL' (Doc ID 1264552.1)

Symptoms

Attempting to configure Portal 11g and the installation stops at step 'Starting Managed Server WLS_PORTAL'.

The following error is seen in the Install<dateandtime>.log:
