Symptoms
An attempt to configure a FMW 11g Instance on MS Windows 2008 or Vista using the "Start - All Programs - Shortcut" fails.
For example - to configure a Portal / Forms / Reports and/or Discoverer AS Instance you navigate to:
Start menu -> All Programs -> Oracle Classic 11g - Home1 -> Configure Classic Instance (<Middleware Home>\<ORACLE_HOME>\bin\config.bat)
Clicking on this shortcut fails with the error:
