Symptoms
When attempting to create a new RTS Instance in WebCenter Forms Recognition (formerly OFR), the following error is returned:
Oracle Forms Recognition Runtime Service Administration
Send error: A request to send or receive data was disallowed because the socket is not connected and (when sending on a datagram socket using a sendto call) no address was supplied. (ConnectionID -1)
