Symptoms
A SOA project has an external reference to a web service or a reference to another composite.
When the SOA server is started, the composite attempts to access the WSDL of its referenced web service in order to load data structures. If SOA cannot find the WSDL, the composite fails to load and deploy.
Once this happens, the composite cannot be started or shut down from Enterprise Manager Fusion Middleware Control.
