Symptoms

Issue
--------
Moved content from content server 7.5.2 to Content Server 10.1.3.5 and now there are special characters in the new instance.

Details
----------
During the process of migrating our content from a 7.5.2 instance to a new 10.1.3.5 instance.

Noticed a table that is displaying special characters in front of phone numbers.

Doing a bit of debugging this may be possibly displaying where a space might have been copied and pasted from Word.

The table is a custom contribution form and if we open it and delete everything the character disappears.

The new Content Server instance is using Red Hat Stellent servers using LANG=en_US.UTF-8 and our Content Server is configured in the config.cfg using <?cfg jcharset="UTF8"?>
