Upgrade From Oracle iPlanet Web Server 7.0-7u8 to 7.0.9 on Windows Fails With the Error E:\Sun\WebServer7\.\lib\ares3.dll (Doc ID 1276707.1)

When trying to upgrade Web Server 7.0-7u8 to Oracle iPlanet Web Server 7.0.9 fails with the following error on the screen: E:\Sun\WebServer7\.\lib\ares3.dll (The process cannot access the file specified because it is being used by another process)

The install log shows the following error:
