OID 11g Active Directory Password Filter Reconfiguration Fails. Setup.exe Not Running. (Doc ID 1278025.1)

Symptoms

The following symptoms have been observed:

1) After successfully installing the Oracle Password Filter for Microsoft Active Directory attempt to reconfigure the password filter fails.

In order to reconfigure the password filter the first step is running the same setup.exe file used for the deployment but the executable fails to start and nothing is logged in the Windows Event Viewer. Issue is replicated in both Windows 2003 32-bit and 64-bit.

2) Re-running setup.exe to verify the configuration, it only shows me the Oracle splash screen then it shuts down. Tried rebooting the server but same problem continues.
