SOA_INFRA Fails to Start: "Caused By: java.lang.NoClassDefFoundError: oracle/integration/platform/blocks/FabricConfigManager$MDMHolder"

When trying to start the server the soa_infra framework application is not initialized.

The following error is received in the logs:

at oracle.integration.platform.blocks.FabricConfigManager.<init>(
