IPM Packages Fail To Create Or Complete And Error "Operation Failed class ATL::CComObject::PlaceInFlow" Occurs (Doc ID 1285687.1)

Symptoms

When a package creation attempt occurs, the following error is reported:

"Error Number: -2147179283
Error Description: Operation Failed class ATL::CComObject::PlaceInFlow
Additional Error Information: PlaceItInFlow
Occurred in script: fn1PlaceInFlowTool.asp"

The following error also occurs:

ODBC Error: Error: 1653, State: S1000, Description: [Oracle][ODBC][Ora]ORA-01653: unable to extend table IBPMADMIN.WF_AUDITLOG by 8192 in tablespace IBPM.
