Installation Fails During Config At "Start Oracle Internet Directory" Stage

Symptoms
Installing FMW Identity Management 11.1.1.4 and have followed the required steps
- Install Weblogic Server 10.3.4
- Used RCU to install OIM related schemas in an 11.2.0.1 RDBMS
- Install FMW 11.1.1.2 (not configure)
- Install FMW 11.1.1.4 (not configure)
After running config.sh to configure a new domain, the installer fails at the stage: "Configure Oracle Identity Management Components" and "Start Oracle Internet Directory"
The only errors in the installation log files are the following :-
despite the Bootstrap Configuration stage reporting a success.
