Accessing Portal After Installation Shows Error: Failure of Server APACHE Bridge

Symptoms
When accessing the Portal page after installation, the following message is observed:
Failure of server APACHE bridge
Testing the following pages return different results:
- http://<HOSTNAME>:8090/portal/page
The browser displayed:Failure of server APACHE bridge - http://<HOSTNAME>:8090/portal/pls/portal/htp.p?cbuf=test
The browser displayed: Failure of server APACHE bridge - http://<HOSTNAME>:9001/portal/pls/portal/htp.p?cbuf=test
The browser displayed the test string correctly.
The WLS_PORTAL-diagnostic.log and WLS_PORTAL.log don't show any errors.
The Portal access log (access.log ) does not show any incoming requests.
