Tuxedo Server Can Boot Even If tpsvrthrinit() Fails (Doc ID 1304363.1)

Goal

A server is configured with MINDISPATCHTHREADS=2 and MAXDISPATCHTHREADS=2.

Despite tpsvrthrinit failing for both threads due to a configuration error the server does not fail. 

The ULOG shows:
