Rwserver Process Not Created In Database Using JobStatusRepository in Reports 11g

Symptoms
You have a standalone Reports Server with jobStatusRepository set up.
In Reports 10g, when starting the Reports Server via opmnctl, there is a rwserver.exe process created in database.
However, in Reports11g it seems that this process is not created.
EXPECTED BEHAVIOR
Expect process to show up in v$session as it did in 10g.
STEPS
The issue can be reproduced at will with the following steps:
1. Set up jobStatusRepository in 10g.
2. Start up Reports Server.
3. Check v$session for rwserver program:
The output will include the rwserver process.
4. Set up the same in 11g, and the process does not appear in v$session.
Changes
Upgraded to Reports 11g. (11.1.1.4).
