Oracle Service Bus: Admin-Server is not Starting if the Reporting-Datasource is not Configured Properly (Doc ID 1306682.1)

Symptoms

Customer has created a new Oracle Service Bus domain. He needs no Reporting hence he didn't configure any reporting from the console.

When starting the Admin server the following error is shown in the log file and the server will not start at all.
