The Documents Service is Unavailable: "Error Contacting The Content Repository" (Doc ID 1312604.1)

Symptoms

Integrating WebCenter Content (WCC) with WebCenter Portal (WCP).

When logging into WebCenter Spaces with an admin account 'weblogic' and navigate to 'Spaces' -> 'Documents' the system gives the error:

The Documents service is unavailable. "Error contacting the content repository."

Error in the WCP Managed server log file shows:

<Error> <oracle.webcenter.content.integration.RepositoryException> <BEA-000000> <Mar 29, 2011 4:01:02 PM oracle.webcenter.content.integration.spi.ucm.UCMBridge doPingRepository
SEVERE: Unable to ping Content Server associated with repository DEV-01-Dev at host <HOST>:<PORT>. Error occurred when calling service PING_SERVER, as user weblogic, at timestamp 3/29/11 4:00 PM.
