"The primary file does not exist" Error When Using Oracle Document Capture to Checkin Documents into Records Management

When using Oracle Document Capture (ODC) using the 'CHECKIN_ARCHIVE' to check in content into a Content Server that has Records Management Corporate Edition enabled, the following error is thrown by the ODC application:
devnode1: Event generated by user 'odc' at host 'v-app08'. Content item 'P_888612' was not successfully checked in. The primary file does not exist.
