WebCenter Forms Recognition Verifier is Unable to Release Batches; Stuck in State 550 (Doc ID 1314639.1)

Symptoms

Users in Verifier are not prompted to release batches from Verifier, despite all fields being valid.  Using the "Show Batch" function in Verifier reveals that all documents have been updated to 700 status apart from the final document in the batch, which is at 550 status.  Changing the batch state from 550 does not have any affect.  The batch will remain in a 550 state regardless of what state is tried.  It behaves as if the batch is locked.
