FMW 11g Console Fails to Start on Microsoft Windows Operating Systems

Attempting to start WebLogic Application Server fails on Microsoft Windows Operating Systems.
The system was started using the command startWebLogicServer and the errors displayed show that the cwallet.sso file access was denied:

Apr 15, 2011 9:27:36 AM oracle.security.jps.internal.credstore.ssp.CsfWalletManager openWallet WARNING: Opening of wallet based credential store failed. Reason java.io.IOException: C:\Oracle\Middleware\user_projects\domains\domain_name\config\fmwconfig\bootstrap\cwallet.sso (Access is denied)
