Tuxedo tmboot Command Fails With Error "GP_CAT:1356: ERROR: pifreg: can not open registry database" (Doc ID 1314747.1)

When executing tmboot on Windows 2008 machine with a simple domain, ULOG shows the following errors:

163652.SIMPLE!tmboot.xx.1400.-2: 04-06-2011: Tuxedo Version, 64-bit
163652.SIMPLE!tmboot.xx.1400.-2: GP_CAT:1356: ERROR: pifreg: can not open registry database
163652.SIMPLE!tmboot.xx.1400.-2: LIBSEC_CAT:22: ERROR: Unable to realize the _ec_sec_map_proof interface implementation native/security/map_proof. Error code (-4003)
163653.SIMPLE!tmboot.xx.1400.-2: LIBTUX_CAT:6275: ERROR: Unable to initialize public key subsystem (-3003)
163653.SIMPLE!tmboot.xx.1400.-2: FATAL: internal error: CMDTUX_CAT:4849: ERROR: Unable to initialize public key subsystem

The Tuxedo domain cannot start normally.
