What's the purpose of WebLogic Server (WLS) temporary directories such as _wl_temp_app_downloads (Doc ID 1314787.1)

Goal

Some temporary directories such as '_WL_TEMP_APP_DOWNLOADS' and '.appmergegen_*' are being created under $WL_DOMAIN/servers/AdminServer/tmp. What is their role? They could take up lots of space. Can they be deleted manually?
