Symptoms

Oracle Internet Directory (OID) 11g had been working before and no changes were made.

Backend Database (DB) was shutdown and after DB restarted, OID no longer worked.

OID startup via opmnctl reports OID is up and running, but shows nonssl port as 0 (zero).

Ldapbinds to either OID ports do not work.
