Symptoms

Oracle Internet Directory (OID) 11g had been working before and no changes were made;

Backend Database (DB) was shutdown and after DB restarted, OID no longer worked.

OID startup via opmnctl reports OID is up and running, but shows nonssl port as 0 (zero).

Ldapbinds to either OID ports do not work.

Cannot connect to the LDAP server
> ldapbind -h myoidhost.example.com -p 3131 -D "cn=orcladmin" -w <password> -U 1
SSL handshake failed


Verified ports were free with netstat -an | grep <port#> command before attempting restart; also tried rebooting the server.
