AD Password Filter on 64-bit Active Directory Server Is Not Working - No Errors and No Logs Generated (Doc ID 1319375.1)

Symptoms

The ldapbindssl.exe tool shows Bind Successful

AD Password Filter is not working.

No logs genereated in log location defined during install of AD Password Filter.

Nothing in any AD Event Logs

Changes

Set up a new oid instance (oid2) and configured for SSL using procedure outlined in note:

<Note 1203271.1> 11g - How To Create New OID Instance And Configure For SSL Server Auth (mode 2)

Installed the 64-bit version of the AD Password Filter

Implemented change in <Note 847488.1> 32-bit Active Directory Password Filter Does Not Work On 64-bit AD
