ResourceProxy Error when Accessing Images, Javascripts, Style Sheets for WSRP Provider

When a portlet consumer application (e.g. WebCenter Spaces) tries to access a portlet resource from an external  source e.g. images, java scripts, style sheet etc the following error is logged in the consumer application log files :
