Problems Installing Oracle Service Registry Using SYS User (Doc ID 1322934.1)

Symptoms

When installing Oracle Service Registry (version 11.1.1.2), the default Oracle database administrator user is 'system'.
You can use other users such as SYS, as shown below.




However when using SYS on its own as shown above, the OSR installer fails with the following error.
