Connection To Webcenter Personalization Server Is Not Created Automatically (Doc ID 1327634.1)

Symptoms

As per this document, the connections (Conductor-WCPSSpaces and Properties-WCPSSpaces) will be created automatically if the following conditions are met:

-  WebCenter Spaces and Oracle WebCenter Personalization Server
are in the same domain.
-  The WC_Utilities managed server has an explicit listening
address or has a system associated to it with an explicit address.
-  Oracle WebCenter Personalization Server is not deployed to a
cluster.

But the connections in wcps-connections.xml are not created automatically.
