"Unable to fork new process" Error And HTTP Server Stops (Doc ID 1327777.1)

IBM AIX on POWER Systems (64-bit)

Symptoms

Oracle Application Server 10.1.2.x is installed on IBM AIX 5.3

HTTP Server is stopped with the following error repeated in $ORACLE_HOME/Apache/Apache/logs/error_log:

[Mon May 30 09:48:03 2011] [error] (11)Resource temporarily unavailable: fork: Unable to fork new process
[Mon May 30 09:48:13 2011] [error] (11)Resource temporarily unavailable: fork: Unable to fork new process
[Mon May 30 09:48:23 2011] [error] (11)Resource temporarily unavailable: fork: Unable to fork new process
[Mon May 30 09:48:33 2011] [error] (11)Resource temporarily unavailable: fork: Unable to fork new process

At the same time, the following error is reported in $ORACLE_HOME/opmn/logs/ipm.log:
