SOA Server Displays the Error "Error determining workflow composite services" Upon Startup When Using the Imaging Solution Template

Symptoms
After applying the Oracle "AP Solution" for ODC/OFR/IPM, the following error is returned:
"Error determining workflow composite services. The composite DN is default/ PSFTExpense!1.0"
The following three composites are failing to initialize:
InvoiceSynchonization
ExpenseReceiptProcessing
PSFTExpense
The following exception can be found in the SOA Diagnostic log:
oracle.fabric.common.FabricException: javax.wsdl.WSDLException: WSDLException: faultCode=INVALID_WSDL: Error reading import of oramds:/deployed-composites/default/PSFTExpense_rev1.0/UpdateImageIndexes.wsdl: oracle.j2ee.ws.wsdl.LocalizedWSDLException: WSDLException: faultCode=PARSER_ERROR: Failed to read wsdl file at: "http://[IPM_Server]:16000/imaging/ws/DocumentService?wsdl", caused by: java.net.ConnectException. : java.net.ConnectException: Connection refused: connect: WSDLException: faultCode=INVALID_WSDL: Error reading import of oramds:/deployed-composites/default/PSFTExpense_rev1.0/UpdateImageIndexes.wsdl: oracle.j2ee.ws.wsdl.LocalizedWSDLException: WSDLException: faultCode=PARSER_ERROR: Failed to read wsdl file at: "http://[IPM_Server]:16000/imaging/ws/[Composite name]?wsdl", caused by: java.net.ConnectException. : java.net.ConnectException: Connection refused
The same error is being returned for all failing composites.
