How To Get The Recommended Connections Taskflow to Show Some Users? (Doc ID 1330532.1)

In WebCenter Spaces there are no recommended connections appearing for users even though they have met the criteria according to the documentation here.  How do we get this to work?
The documentation states the following is needed to see the recommended connections (under user profile)  Reasons for recommending a connection are:

• You share connections with the user
• You and the user edited one or more of the same items
• You and the user worked in one or more of the same Spaces
• You and the user tagged one or more of the same items

But my recommended connections is still empty ("No connections available")
