Java -1 Exception Installing Oracle Service Registry With Data Server SCAN Configuration (Doc ID 1330624.1)

Symptoms

When installing Oracle Service Registry (OSR) into an 11g SCAN configured data server cluster, you encounter a Java -1 exception.  The install.log will show something similar to the following:

oracle.database.user=<DB USER>
