Accessing OWSM Component Results in Error "WSM-01605 : XML Parser Exception" on a Fresh Installation of SOA 11g (Doc ID 1332212.1)

Symptoms

When attempting to access the OWSM component of a SOA 11g installation, the following error is returned:

oracle.wsm.policymanager.PolicyManagerException: WSM-01605 : XML parser exception
Caused by: oracle.wsm.policy.parser.PolicyParseFailedException: WSM-01605 : XML parser exception
Caused by: org.xml.sax.SAXParseException: Premature end of file.


The installation is a default installation with no modification or additions performed.
