OID 11g Password Policies pwdlockout Enabled Breaks modifytimestamp Value, i.e., Returns Value 000000 (Doc ID 1332905.1)

Symptoms

The attribute modifytimestamp is set to null or 00000000.
Pwdlockout enabled in password policy.

When pwdlockout is set to 1, and an invalid bind is done by user, then ldapsearch of modifytimestamp for that user returns value 000000, and not the actual modifytimestamp.

Touching the user again and another ldapsearch, the modifytimestamp is again returned correctly.
