Symptoms

The Dynamic Visitor Tool (DVT) is not functioning correctly in Internet Explorer 9 (IE9). 

When a user logs into a DVT enabled portal, they are not presented with the DVT customization User Interface (UI). This prevents users from performing customization actions such as portlet drag-and-drop.
