OID Configuration Fails With Error Starting OID If TNS_ADMIN Is Set (Doc ID 1338593.1)

Symptoms

In a Fusion Middleware Identity Management Installation, while running the Configuration Assistant to configure OID, $ORACLE_HOME/bin/config.sh,  the Configuration Assistant fails during the instance creation task.  The configuration logs show the following error:

The TNS_ADMIN environment variable is set prior to running the Configuration Assistant.
