Unable to Access WebCenter Spaces Due to Error weblogic.management.DeploymentException (Doc ID 1343414.1)

Symptoms

In a new installation of WebCenter Spaces, accessing http://<HOSTNAME>:<PORT>/webcenter returns "error 404 - not found".
The managed server WC_Spaces is started.

WC_Spaces.log shows the error:

<BEA-149205> <Failed to initialize the application 'webcenter http://Version=11.1.1.4.0' due to error weblogic.management.DeploymentException: J2EE:160149Error while processing library references. Unresolved application library references, defined in weblogic-application.xml: Extension-Name: oracle.applcore.model, exact-match: false....
