Symptoms

OVD Access log is empty, No messages are logged into access.log under
<MIDDLEWARE_HOME>/<INSTANCE_NAME>/diagnostics/logs/OVD/<COMPONENT_NAME>

Changes

OVD Access Logging level was set to ERROR:1
