Primary Note: Issues When Installing The FOD Application From JDeveloper 11g (Doc ID 1350905.1)

Symptoms

You are installing the FOD application from JDeveloper 11g
In the "Application Navigator", under the "Resources" node, you right-click "build.xml" and choose "Run Ant Target" > "buildAll".
Then you get the following error:

populateImages: [java] oracle.jbo.JboException: JBO-29000: Unexpected exception caught:java.sql.SQLDataException, msg=ORA-01882: timezone region not found 

OR

Build failed with the following error when installing FOD sample following the instructions provided here:
http://www.oracle.com/technetwork/developer-tools/jdev/index-095536.html

BUILD FAILED

<PATH>\Infrastructure\Ant\build.xml:52: The following error occurred while executing this line:
