Symptoms
Replication fails to Directory Server 5.2 consumer -
On Primary(6.x) in errors log:
INFORMATION - NSMMReplicationPlugin - conn=-1 op=-1 msgId=-1 - Replication bind to consumer CONSUMER:PORT failed: Exceed password retry limit. Please try later.
On consumer(5.x) in access log:
[29/Aug/2011:12:48:52 -0700] conn=25103 op=0 msgId=1 - BIND dn="cn=REPL_MGR,cn=replication,cn=config" method=128 version=3

Changes
Replication configured to a 5.2 consumer where the replication agreement did not have the correct replication manager password and/or the replication manager password on 5.2 is incorrect. Account lockout is configured and the replication manager does not have its own password policy (and is affected by the global password policy).
