Unable to access an Oracle Access Manager protected resource using WNA authentication scheme. Error: An incorrect Username or password was specified

Steps to reproduce the issue:
1. Open a new IE browser session and enter the following URL:
http://<FQ_HOSTNAME:PORT>/FILE_LOCATION/FILE_NAME

2. The browser returns and error
