OWB Mapping And Process Flow Deployment Hang (Doc ID 1358811.1)

Symptoms

The deployment of an OWB mapping or Process Flow starts but stays in a running state.
It has to be aborted.

The Control Center log file reports:

oracle.wh.runtime.platform.adapter.InfrastructureException: RPE-01003: An infrastructure condition prevented the request from completing.
- Io exception: The Network Adapter could not establish the connection
