WebCenter Spaces will not Start After Applying Patchset: Failed to initialize the application 'webcenter [Version=11.1.1.4.0]' due to error weblogic.application.ModuleException: Failed to load webapp: '/wcsdocs' (Doc ID 1359274.1)

Symptoms

Spaces will not start after applying the PS4 Patchset.  This error is appearing in the Spaces logfile:
