Receiving "Infobroker Was Unable To Connect To The Database. Error: 40077" Error When Starting Services (Doc ID 1359905.1)

Symptoms

When starting the IPM services, the following error is received, and the services stop loading:

Infobroker Was Unable To Connect To The Database. Error: 40077

Additionally, the description in the log reports:

Could not establish minimum number of connections to the Database. At least 10 connections are required.
