FMW 11g PFRD Fails in EM Configuration With : Error: updateDomain() failed (Doc ID 1360228.1)

Symptoms

Oracle FMW 11g Portal Forms Reports and Discoverer (PFRD) has been successfully installed.
The configuration of a PFRD domain and instance is failing at the 'Deploying Enterprise Manager' step.

The following error is logged in the install<Date/Time Stamp>.out file:
