Symptoms
After installing the UTL_DBWS callout utility as per:

the following error occurs when a callout function is run:

ORA-29532: Java call terminated by uncaught Java exception:
java.lang.IllegalAccessException: java.lang.NoClassDefFoundError: !!!ERROR!!!

The instructions of:
