Documents are Stuck In WIP and not Sent To the Refinery. Documents Are Seen At Ref Admin-> Job Status (Doc ID 1364327.1)

Symptoms

Items stuck in WIP in the Job status queue and are not being processed by the Inbound Refinery. The items process upon a restart of Inbound Refinery Server.

Logging on the Inbound Refinery shows that the same document is being processed over and over by the Inbound Refinery.
