Validating Invoices in WFR Verifier Slows Down (10-15 Seconds / Invoice) at Times of Large Load on RTS Server (Doc ID 1364884.1)

Symptoms

There is an intermittent slowdown in Verifier (about 15 seconds) when a user verifies an invoice (sets last field to green on a specific invoice). There is also a larger slowdown (15 to 30 seconds) when verifying the last image in a batch.  The slowdown seems to occur at a time when the RTS server is processing a larger amount of documents (about 10 AM to 4 PM).
