API5022 on OWB Design Center Connection With Net Service Name and TNS_ADMIN (Doc ID 1365409.1)

Connection to the OWB Design Center using a Net Service Name fails with :

The Net Service Name is defined in the tnsnames.ora file located in the directory given by the environment variable TNS_ADMIN.

Also trying to change the value of following variable in setowbenv.bat or setowbenv.sh does not work and is ignored: -Doracle.net.tns_admin
