OWB 11.2.0.2 Scheduled Jobs Are Not Visible In The Control Center Manager

Symptoms
In the OWB 11.2.0.2 Design Center, when a schedule is assigned to a first Process Flow, the job is listed in the Control Center Manager in the Schedule Jobs section under the Location.
When another schedule is assigned to a second Process Flow, the Control Center Schedule Jobs list under the Location is empty. No job is displayed anymore.
When going back to the Design Center, creating a Process Flow or assigning a schedule fails with:
