Cannot Start EM Agent For OVD 11g. Startup Shows "Agent is already running" But opmnctl Shows EMAGENT as Down (Doc ID 1373651.1)

Symptoms

When starting EMAGENT using command:
emctl start agent

The following message appears:

Oracle Enterprise Manager 10g Release 5 Grid Control 10.2.0.5.0.
Copyright (c) 1996, 2009 Oracle Corporation. All rights reserved.
Agent is already running

But opmnctl shows EMAGENT as down.
