When Connecting to Capture, Error "ORA-12545: Connect failed because target host or object does not exist" Occurs (Doc ID 1375020.1)

Symptoms

When attempting to connect using Capture or Distributed Capture, the following error is returned intermittently (or constantly) regardless of the Capture interface being used:

Error: Login failed. Error number: 20036 Error Description: The following error occurred connecting to the database
Error Number: 20036
Error Description: The following error occurred connecting to the database
Error Number 16389
Error Description: ORA-12545: Connect failed because target host or object does not exist

Additional symptoms:

  1. The ORA-12545 will also be present when attempting to connect to the instance using SQL Plus.
  2. No ODC or ODDC server will start as a service.
