IPM Web Support Server is Hanging Using 10.1.3.6 (Doc ID 1376705.1)

Symptoms

IPM Web Support Server (WSS) is hanging.  It is not possible to stop and start it.  The process forms will not load but it's possible to run process searches, and search and retrieve images. Once a restart of WSS machine is done this resolves the issue. The instance must be stopped via Task Manager before the restart can occur
